Refunded in error

I shipped merchandise to a customer and entered the tracking number the same day. PayPal returned the payment to the customer because they stated I wasn’t “verified”. How can I call someone for this and speak to a live person to get this resolved? Anybody know

You must have shipped the item before the funds were showing in your paypal account balance?
