REFUND STUCK BETWEEN SELLER AND PAYPAL

Hi All,
Seller confirmed they have fully refunded and send me a proof of refund transaction with transaction ID. However, PayPal advised that they still haven't received it.
My understanding is PayPal still keep my fund and haven't released to seller because seller never send stock and provide Paypal an tracking ID. The refund is almost a month and I still haven't received the money back either in Paypal account or my bank account.
I wonder if Paypal really support and protect buyers. If seller have provided transaction ID for refund and Paypal couldn't find it in their system. They can quickly send seller an email to verify, then the issue is done. I'm tired of stucking between and Paypal and seller and see noone willing to help me.
Sell have sent me a proof of refund and that's all they can do, the other part should be from Paypal to verify and process that refund.
