Last month I tried to buy some cdkeys from cdkeys.com through Paypal, however, they said that "as your order was not processed or it may appear as ‘pending’ or ‘rejected’– the authorised amount held from your account will be released".
Yet the money didn't go back to my bank account right away, they appeared to be frozen. I understand that the money will be back within 30 days? But if I need this money back right away. Who should I speak with? Paypal help services or card issuer?
I hope this question will be answer soon.
