Please help me I cannot add Paypal as a Payment Method to Facebook

Hi,

I would like to add my Paypal as a method of Payment to my Facebook Account. However it won't go through because their is a statement "

We’re sorry. We were unable to set up pre-approved payments. Please try again later.

Please return to the merchant and choose another way to pay." Please help me how to resolve this. My Paypal is already verified.
