Pending payments (made)

I've made a payment using my PayPal balance and the status of the payment is 'pending'. There was enough money in my balance and the amount has been debited from the balance. Why is payment pending as the seller is stating she has not received the balance?

Does it say unclaimed next to pending and if so is there a cancel option?
