Paypal does not return the percentage to sellers in case of termination of the transaction.

This is not fair!
If the client is to blame: did not give the exact full address, did not set personalization parameters, then he should be punished.
If the client does not answer the seller’s questions, the seller has the right to terminate the transaction so that the package does not get lost along the way, so as not to have disputes later.
Paypal must withhold their percentage for the transaction from the buyer, because it is the buyer's fault.
Now Paypal acts as a partner of cheaters!
