I have sold an item on ebay. Buyer says he paid, Paypal says payment received, but then says don't ship till payment is received...which is it? and the paypal help desk says that they will respond in a few hours?!?
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
