Paypal Sent My Account To Collection Over An Erroneous Chargeback fee

I sold a pair of headphones to someone on craigslist for $150. About a month later, the buyer filed a dispute saying he never received the headphones. Paypal deducted the $150 off my account PLUS they added a $19.75 chargeback fee leaving me with a negative balance. The buyer later admitted that this was fraud on his part and that he did receive the headphones. The dispute was settled in my favor. Paypal credited the $150 back to my account, but didn't take off the $19.75 chargeback fee.
They put the account into collections. Every time I try to call them on the phone, they don't take my call (they just pass me on to the collection agency). The collection agency obvious has no authority to remove the charge.
What do I need to do to get paypal to credit my account the chargeback fee? If they damage my credit rating over this, I'm going to sue them. It's beyond ridiculous that I can't even talk to human being about this. Paypal used to be a good company many, many years ago.
