My PayPal account allows me to pay when used on eBay but payment is refused when I attempt to pay, using my PayPal, from other websites.

On looking at my PayPal payment history no payments are shownfor the payments made from the eBay website.

Sounds as if you may have another paypal account that you still have linked to ebay that is being used for those payments and thats why its not showing in your present paypal account?

Check the email address the payment receipts are being sent to etc.
