Payments unsuccessful

Every time I try to buy something with the PayPal account it says "payment unsuccessful" or something along those lines, the card I have linked to the account works fine and I even called my bank to check that they didn't block anything, I've tried multiple websites/apps etc. and the message still persists, I even removed and added the card again and it still doesn't work, am I doing something wrong or is there some issue I have to work out that I'm not seeing? Any help would be greatly appreciated, thank you.

Did you confirm the card with the 4 digit code after adding it?

Is the billing address of the card the same as your paypal account address?

Is it a card issued in your country?

Yeah I confirmed my card and verified my identity and all that a few months ago when I reached the limit, apparently I reached another limit and have to verify my identity again, I just didn't get any notification for it, thank you for your help anyways!
