Payments not going through

We are sending donations to small businesses from a relief fund program we are doing to help small businesses.  I was able to send approx. 4-5 payments yesterday (via friends/family) and then it stopped allowing me to send payments.  I've done everything on my account to make sure we don't have limits etc. etc.  HOW DO I CALL PAYPAL??????  I sent messages through the contact us method and NO response after 12 hours.

I tried to make a small purchase on line and could not use paypal..........???
