Payments from EU to Uruguay fail

When i want to checkout payment on discogs from user which is from uruguay it shows message when it switch me to paypal saying in Slovak: It looks that service is not availible. Please try again later. Any help? We already tried to make two invoices for checkout and stil didnt work. with other sellers i dont have this issue.

Did they properly verify their PayPal account at Discogs? The seller sent you two manual PayPal invoices from their PayPal account and even that did not work?
And Uruguay can send and receive payments, so not sure what the problem can be:
