Payment to daughter on hold

I'm in the UK, my daughter is in the US. I made a direct payment to her, but when she goes to her account and it says her payment is on hold and to wait 7 days. It's been three weeks, and it's still on hold. There are not error messages or any indication on her account or mine why this is so. We had this problem last year and were unable to resolve the problem. I had to rescind the transaction. 

 

What is the problem and how do we resolve this?
