Payment pending, I cant cancel it, paypal cant and the shop (shein) cant either

Hello, this is quite urgent. So I ordered some stuff for Shein at the same time as my friend (6th April) we decided to check on where are orders are and how long they will take to arrive. Hers says it's in transit and mine is still pending?!!? I don't want to be scammed by them and honestly, I don't want to wait any longer to receive the rubbish clothes anyways as I need the money for food so I asked for them to cancel it and apparently they cant as its pending, I tried to cancel it and it doesn't let me and also I asked paypal and they said they can't cancel it either? I hate how PayPal always holds money, it's like they are treating us like 4-year-olds, it's my own money and I want to buy something, but oh no I can't because paypal has decided to hold it for a month. Ridiculous.

We're sorry to hear things didn't go as planned, but we can help you get your money back for the PayPal payment you sent.

If the seller doesn’t agree to cancel your order and refund your money, you may be able to open a dispute in the Resolution Centre.

Here's how:
1. Go to Resolution Centre.
2. Click Dispute a Transaction.
3. Select the button beside the transaction you want to dispute, then click Continue.
4. Select ‘Item dispute’, click Continue and follow the on-screen instructions.

If you’re unable to resolve your dispute, you can ask us to investigate by escalating the dispute to a claim. We will review the case and decide the outcome.

You can escalate to a claim any time within 20 calendar days from the date the dispute was opened.

We'll email you to let you know we received your claim and we'll continue to email you with updates and any action or information needed by you.
