Having received notification via paypal that payment would be released to my account within 24hours, payment has not arrived in account .

Do you mean the funds are SHOWING in your paypal balance but pending?
It's telling me that payment has been authorised and should be in my balance within 24hours, it's now gone 48 hours and still no payment.
Sounds like a scam, paypal NEVER tell you to send an item BEFORE the funds are in your paypal balance.
They show in your balance more or less instantly but may be pending IN that balance.
It happens. Hit the "Login to Ask the community" button to create a question for the PayPal community.
