Payment not processing

I'm trying to purchase online and I'm getting:

"This transaction has been declined to comply with international regulations - Returning you to Seller's Website".

I can see Invoice in my Paypal account. I have tried paying as a Guest using a credit card and same error. What gives.

Would help if you said which country the seller is in / website or private sale / currency being sent?
