Payment not going through

I want to purchase something from a German online shop.

When I want to do the payment I get a message:

Things don't appear to be working at the moment. Please try again later.

I tried many times without any success.

Do they ship to your country?

Are you paying in euros?

You can't add an international address to a country specific paypal account.

So unlikely you can pay for an item to be shipped to another country.
