Payment limit for goods and services

Hi I’m wanting to pay someone on PayPal goods and services but they don’t want me to pay on there as it holds payments up to 21 days or until I receive it. Does anyone know how to send it instantly on goods and services? Is there a price limit that it holds it up to or anything? Thanks
