Payment error

Hello,

 

I've been trying for the past two hours to make a purchase on the app Mercari. For whatever reason, my payment keeps getting declined with the error 2046. I've called my bank twice now, and they have told me that there should be no problem making this purchase as I have sufficient funds and there are no holds on my account. Is this an error that I can somehow fix by contacting PayPal, or is this an error with the app? Any help on how to fix this is much appreciated!

Two of the most frequently returned response codes2046 and 2038 indicate that the customer's bank is unwilling to accept the transaction - they are returned when payment authorization has been declined at the issuing bank.
