Payment declined or refused

I am trying to make a purchase with a company that is located in the UK, and it refuses to accept my payment. Heres what they said:

"If you are paying with a credit or debit card, contact your card issuer for more information on why this has happened. Jagex are based in the UK, so if you live elsewhere it could be that you need to pre-approve payment to overseas companies. It could also be something as simple as insufficient available funds.

If you are attempting a payment via PayPal, there could be a similar problem with the fund source linked to your account, or there could be a larger issue with your PayPal account itself. To find out more, contact PayPal directly:"

 

I am trying to buy a subscription with my bank account.
