I have my Paypal balance and I am trying to send payment but i keep getting this message. ( Sorry, we weren't able to complete your payment at this time. Please try again later.) i need help. My PayPal account is Philippines

Are the funds cleared and not pending and in the correct currency.
Have you verified your account with a linked bank account or card and confirmed the same?
