Payment Declined

I'm trying to send money to a friend with the money I have but every single time it gets declined. It either has the big yellow circle with ! in the middle or a red triangle with ! in the middle. I got the money from a cousin on my birthday. Help?

do you have a credit card linked ?

or a bank account?

passing money back and forth could have alerted Paypal security ?
