PayPal payments only through their website

My friend is trying to send some money, but she received this message. This recipient accepts PayPal payments only through their website. To complete this payment, please go to their website and follow their instructions, or email the recipient for instructions.

Please suggest.

Friend must send a goods and service payment. PayPal India cannot accept personal payments, that is why it is directing the sender to your website or emails for another way to pay.

So, will I have to create a business account for this? Because, right now there is no message saying pay via goods and services.
