PayPal keep asking me to add payment method

I have Galaxy Note 9 and I live in Germany. I have set my payment preference to PayPal account, an account which is already verified, has money on it and is linked to my bank account. When I enter my credentials anyway, it says "this account is already added". I've been dealing with this issue for days now and it's been really frustrating. It's 21. century and PayPal feels like a company that just can't keep up with modern times.

Have you verified your bank account with the 4 digit code or small amounts (code) sent to your bank statement when you added the bank?

I did. Everything is as it should be, there's a bug on PayPal side. I see many ppl have similar issue, and nobody managed to get it fixed.
