Hello, I received a refund through PayPal from a merchant, but I received my refund minus PayPal fees. Does the merchant have the option to pay the PayPal fees on top of the refund or will this always be deducted from the refund? Thanks for the replies.

Refunds should be 100%.
If you have paid a fee and it wasn't currency conversion then it sounds as it the seller didn't use the 'refund option' but used the 'send money' option so paypal saw you as a seller and charged a fee??
Advice is voluntary.

Thanks for your reply, it says money received and then a fee was deducted. I think you are right, they did not use the refund option but made a payment. They refunded my shipment fees separately and that transaction says refund and no fee was deducted there.
