I have sent some money to someone it says money sent and pending and for him it gives him and option to accept or decline , but when he clicks on accept it just shows it buffer then nothing

Can you ask him to try it using a different browser?

If he is using his Paypal app, ask him to log in using the browser on the phone.

Should work by then.
