NEW phone number and CANT send money...doesnt recognize my new number!

So im trying to send money to a friend in the Netherlands. unfortunately i cannot because i got a new phone number and when i get to the "security check" and the only option is have a code sent to my phone....i removed my old number and added my new number to my account but STILL does not recognize my new phone number when i "add phone number" it says its  "it looks like this number isnt registered in your name please try a different number".... if anyone knows how to fix this issue please let me know and thanks in advance!
