Money available not accessible on summary page

I received an email notice from PayPal that I was sent a payment. It said: PayPal: You've got money! Accept at: https://py.pl... And so on. The amount of the payment was also included in this notice. Upon going to the indicated https address, I was directed to go to the summary page; I was told to go to the summary page in order to accept the money. However, the summary page had no provision for me to accept the money. There was no statement or record about the person who sent the money to me on the summary page. I tried to get help to resolve this issue by using the on-line help center facility and calling PayPal customer service… Neither of which was helpful; both of those assets were completely useless. In fact, the customer service system is nothing more than a computer voice/ robotic device devoid of personality and it terminated the phone call by saying, “We can’t support your inquiry at this time”.
