Issuing a refund after 6 months is not possible?

I have opened an account on an advertising platform and paid $1000 which would later become my balance on the platform to run advertisements. After about 7 months I just didn't happen to use the credits at all and thought I would ask the platform for a refund since my money is sitting in my account and haven't been used.

 

Their answer was:

"We tried to accommodate the refund, but because it has been so long (over 6 months), Paypal actually has no option to refund the transaction. As such, your funds will remain in the account for you to use whenever you are ready to get started."

 

How true is that statement that "Paypal has no option to refund the transaction" after 6 months?

 

If it's a physical product or a service I can understand that asking for a refund is not possible but if it's digital credits that I never used and want to cash out it shouldn't be an issue.

Sellers are not protected when it comes to digital products however, there is protection for buyers but, there is 180 window from the date of purchase.  If you are past that point, then getting a refund may not be possible.   If you read  through the User Agreement there's sections on both Buyer and Seller Protection and what's covered and for how long.    As the buyer you do have the option to open a dispute and request a refund, then it's up to PayPal to decide - if you're past the 180 days, you may not be able to actually open a dispute.   (At least that's what I'm seeing in the documentation.)
