I understand you are interested to start sending payments with your PayPal account. Due to local laws and regulation this feature is not available if you would like to send payment PayPal to PayPal domestically and even for international sending.

I know this must be frustrating for you but we are continuously working to offer more services for our worldwide customers. You will receive notification when additional services and features are available in your country.

As far as I am aware if you are in South Korea and using a South Korean account then you should be able to send and receive as per link.

Have you added and confirmed a bank account or credit card to your paypal account?

Do you have any limitations on it?

I just have a cc linked which isn't confirmed.
