I can't receive payments in my paypal account

I'm From Egypt

I have a problem with my paypal account, which is I can't receive payments.

I didn't link my VISA or Bank Account yet, but I pay through my account all the time and I linked my mastercard and it's working fine.

Here is the message the user gets when they try to pay me:
