I CAN'T SEND FROM MY PAYPAL BALANCE

I can't use my paypal balance to do, anything. It is a verified account, business, I have more than enough balance in my account to do a simple purchase. Every time I attempt to buy something, charges into my credit card, and not my balance. Despite the fact that all help says that the hierarchy is
balance --> bank --> card. It is not a problem of currency conversion, as I have the correct currency (Both USD and My native). I cannot deselect my card from automatic purchase as PayPal refuses, adding a new card does not help or change anything. And no matter what I put in, it charges that instead of my balance. Why does it do this? This is not how it used to work. I want to use my balance for online payments and transactions between PayPal users. How do I do that?

Click on the profile tab (icon next to log out) > Click on payments third option along on the thick blue band top of page > second down click on update next to your preferred way to pay and put a dot in one of the options listed.
