How in the heck to I speak with a live person?

I remember that in the past I was able to quickly call Paypal with an issue and speak to a live rep. I recently made a purchase on the Apple website using my PayPal account specificaly so I could utilize my VISA rewards points. PayPal lists Apple as being one of the sites I can use them on so I thought it would make sense. After the order was processed I noticed it did not show pending with my points so I had concern it would be billing my card which defeats the purpose of using PayPal. I contacted the Help Center and a rep told me that when the payment posts the points will be used in place of cash. Today the payment shows that it did not use points and did bill my card. It used about $900 in cash I had sitting in the paypal account and billed the other $2500ish to my card when it should have used the $1700ish in rewards points.
I have been struggling for two days to contact someone. I call the paypal number and get caught up with an automated system which eventually hangs up on you. If I try to chat in the bot makes no sense and does not help. I even tried to dispute the transaction online so I could get someone's attention and explain this needs fixed and I received a message that I cannot dispute this type of transaction.
HOW IN THE HECK DO I SPEAK WITH A LIVE PERSON?
