How do I know if I can accept payments internationally using Personal account?

Hi. I have created a personal account and went to “Currency Management” and added USD as my currency. However, if I’m trying to pay myself through an other PayPal account it says “ not able to receive payments”... Secondly, I’m not able to find the “Currency Rate chart for ‘USD TO INR’” Please help!
