Hello. Few days ago I bought few apps in google play. But today I tried to buy app again and google tell me this "error. your transaction cannot be completed". Google said there's no problem with my account. Said to ask PayPal. Can you help me please

You need to contact customer services to resolve any account issues.
Click help / contact bottom left of Paypal pages for options available for your country.

If the previous reply didn't help then I have more information for you. I have had this issue on numerous occasions. This is what I have found and documented. Google Pay reviews every purchase. They arbitrarily decide which ones seem suspicious and block those accounts from making purchases. When you ask them what caused or triggered the suspicion, they will refuse to tell you and disconnect the chat. Since January 1, 2019 they have blocked my account from purchases over 8 times. You have to go to this site and click the chat option of your choice; https://support.google.com/pay/answer/7644089?hl=en. I find it disturbing that Google Pay has that much say in our PayPal purchases. I was planning on chatting with a PayPal representative about the situation and see if there is any recourse from this end. That is how I found your post. Good luck to you.
