Getting payments

I use pay-pal to receive money from my Facebook. I have no problem getting it from Facebook to pay pal but to get it into my bank account from pay pal that is another story sometimes it transfers just fine other times goes to pending may take 72 hours thy say and gets stuck in that status. I rented a house and girl sent money via Facebook which automatically transfers to pay pal. Gave her the keys went to transfer from pay pal to bank now got hiccup money wont transfer, why??? Her bank clearly show money was paid. Cant get anyone at pay pal to talk with me to resolve this issue. this was going to debit card friend suggested to add bank account info to resolve so i did and the payment my son and daughter in-law sent is now locked up as well. So is pay pal money transfer a fraud or what. If so any recommendations on how to transfer money safely from state to state for this rental.
