Error with payment

I paid a bill using the email at the top of the invoice. The intended recipient hasn't received the money. Turns out he's changed his email that is linked with his PayPal account. The money has left my account. Any idea how do I sort this out. I have been waiting for 'an agent' to contact me for 24 hours now! Thanks!

I am sorry to see this issue has caused you so much stress. If the payment has been sent to the wrong email address and this email address is not allocated to an account you should be able to cancel it. Please follow the cancellation process explained here. If the payment appears as completed, it would mean the email address is registered to a receiving account. In this case, I would suggest contact the merchant again, if they can't help you will need to raise a dispute on the payment as explained here.
