Donation through streamlabs isnt working

Was testing out my donation button on twitch that uses streamlabs and when  i try to donate this error message pops up : 
Cannot process payment. Reason # refused - payee account is restricted
Also happened when a friend of mine donated

Sent an email last night to streamlabs but might be a paypal issue , Im from Portugal and have no notifications on my paypal account about account restrictions.
