Delayed item because paypal won't charge me full price

I have a delayed item because paypal has only charged me for a portion of the full price of the item. At first, they said they were processing the payment, but now, there is no excuse for me to not be fully charged. I do not understand why I have not been charged, and if they continue to hold my money. The company will cancel my order. Please explain why this is happening and what I can do to fix it. I have called several times only to receive an automated system, and I messaged the help center hours ago. This is in no way the seller's fault, and I just want to be fully charged so I can receive my item.
