Debit/credit card details requested by merchant to complete purchase

I am trying to buy things from Malaysian websites and I want to use PayPal to do this. But the merchants are asking for my credit/debit card details to complete the purchase. I have more than enough funds in my PayPal account. Why is this happening? I have linked and then un-linked my debit card to see if it makes a difference but the scenario is the same when I go to confirm payment. I have tried this with two different websites (Lazada, Althea). Is this a PayPal issue or a merchant issue? Also, my debit card cannot be used for online purchases. Perhaps it is this factor? Maybe I need to add a debit card that can be used for online purchases? But it seems odd to ask for card details when I have a balance. Do the merchants want a back-up payment method in case?
