Connecting paypal account to google play store

I cannot seem to get this to work... I have a card linked to paypal as the primary payment method, but keep getting this error:

 

An unexpected error has occurred. Please try again later. [OR-PRAT-01]
 
and on my device it gives a similar error with code: OR-CPIT-10
 
Anyone know what these errors are and/or have a solution?
