'Canceled – Refund' What does this mean?

I was refunded for almost $450 on the 18th. On the 20th, it showed up in my activity as 'Canceled – Refund' and when I inspect the transaction it also says 'Your refund was declined'. I paid with my PayPal Cash Plus balance so there should be no problem getting my money back.

 

The original transaction says amount was refunded on May 18, 2020 to PayPal Cash Plus balance. The place I paid said they refunded and it's on PayPal's end to fix it, but when I contact them through message center PayPal says it's a problem on the refunder's end. Does this mean I'm out $450???

Sounds as if the seller didn't have enough in their bank account to pay your refund so if failed.

Have you opened a dispute?

 

How do I open a dispute with a seller when a purchase goes wrong?

You can open a dispute in the Resolution Centre of your PayPal account within 180 days of payment if:
•You don’t receive the item
•You receive an item but it’s significantly different than the description on eBay or on the seller’s website

By opening a dispute, you can communicate directly with your seller to work out a problem transaction.

If you reach an agreement with the seller you can close the dispute. If you're still not happy with the result, you can escalate the dispute into a claim. We'll review the claim and decide on reimbursement.

These steps apply to Personal accounts. If you have a Business account, please log in to see the steps that apply to you.

To open a dispute:
1.Log in to your PayPal account.
2. Click on the transaction and use the resolve a problem option at the bottom of that details page.

Note:
•Generally buyers must wait at least 7 days from the date of payment to escalate a dispute for an item not received
•Where an item has not been received, please ensure you have given the seller enough time before opening a dispute

DO NOT CLOSE THE DISPUTE UNTIL YOU HAVE A CLEARED REFUND OR YOUR ITEM WHATEVER THE SELLER SAYS. ALSO DON'T FORGET TO ESCALATE THE DISPUTE TO A CLAIM WITHIN 20 DAYS IF THE SELLER DOES NOT REFUND.

If that does not work then if you funded your paypal payment via a card then contact your card issuer and see if they will do a chargeback for you.

I hope it doesn't come to that but I might have to. It was a purchase from Newegg and their phone support isn't open until after Memorial Day.

 

For some further context: I purchased a pre-order and they shipped it before the item was released. The day it was supposed to be delivered to me they requested a return from UPS and it was delivered back to them on the 18th. I have the tracking saying my item was never delivered to me, it was return to sender'd by Newegg and returned to Newegg by UPS.

 

If it has to come down to me filing a dispute, do I file INR?

Yep, INR if you have not received the item, IF they come back with a fake tracking number then post back for more advice.
