Can a resident of the USA receive and send money through PayPal? I know some countries may only send money, not receive. And is there a list of countries mentioning which country can both send and receive?
As paypal is a U.S company then yes a U.S paypal account holder can send and receive payments.
However in your country of Armenia you can't and if you try and get around it by using a U.S paypal account then it would soon be limited as you would not be able to provide an SSN number.
