Can't see Paypal balance as payment method

I'm trying to to buy a new phone from the official US Google store but the problem is that although I have money on my PayPal balance then it only offers me to use my debit/credit cards. 

Things I've already done...

  1. I've already set Paypal balance as my preferred payment method
  2. I set USD as my primary currency
  3. I'm quite sure that I have enough money on my balance. 
    1. It costs 400$ + as I'm delivering it to Floria then there's 6% tax, which means in total it will be around 425$. I've definitely got that much.

What else is there to do?

You can use funds in your paypal balance as long as they are in the correct currency and not pending.

But for some transactions ie digital / virtual or higher risk and at some point anyway Paypal will ask you to add a card to act as a back up funding source and to verify your Paypal account.
