Ok I had this problem today as well rang Apple support snd they guided me to media and purchases and saw I had a heap of pending purchases. I bought a gift card to cover all the pending charges and redeemed it into my Apple account. I had no idea they were all pending. Anyways after they took the money out for the pending charges I was able to add my PayPal again without incident. Hope this helps everyone 😁
