Can not send money using my Paypal

I have been trying to send money to a friend, she lives in South Korea. This is always the same message, it is not possible and I have to try later.

What currency are you sending and is her paypal account set up to accept that currency?

Has she accepted funds in that paypal account before or is she new?

Has she verified her email address or phone number on her paypal account?

Ela já aceitou fundos antes, não é nova.

Esta tudo verificado.

I'm sending USD, her account is set to accept.
