Can i withdraw money to my unverified visa electron card?

Hello. Im from albania and i cant hold money in my paypal acc so they should be automaticaly transfered to one of the cards. I have 2 cards. An unverified visa and a verified mastercard. If i get a payment, will i be able to withdraw this funds to paypal acc and then to visa electron which is unverified? Thanks!
