Can PayPal’s currency conversion be incorrect?

I recently received £120.55 from someone in the US (they were buying something from me which I sold for $160. I understand that the sender paid a fee for making the transfer- so the total amount they paid was $160 + $6.54. I presume that PayPal gets the fee? However I still wonder why the amount I get is £120.55 rather than £125, as every currency converter I try shows that the conversion rate is £1 = $1.28. So why do I still receive less? Any advice?
