An error payment didn't reflect on my recent activity and can't find a way to email paypal.

I ordered at a food delivery merchant and got an error when doing a payment with paypal that is link to my card. While I thought the payment went through it didn't, and I got no transaction in the recent activity list but got deducted on my bank statement. I wantto email paypal but there's no option and whenever I go to message center there's no agent every time. Can't go to resolution center since there's no record. Can't call the hotline since I'm from another country. I don't know where to go except here.
