Amount is different

A friend of mine sent me $475.00 and the transaction in my Paypal shows the $ 475 but the "amount waiting" for me is $ 468. 97.  I cannot find anywhere that it shows why there is a difference.

Paypal deducts your paypal fee from the buyers payment before the remainder is credited to your paypal balance.

If it was a friend sending you a gift of money then they should have used the friends/family option and not goods/services.
